Rate Request: Proposal


After listening to feedback & input, we have revised our rate request to meet our immediate financial needs.

We are requesting approval for a rate increase from our Board of Trustees and the City of San Antonio City Council to meet our immediate financial needs and maintain financial stability.

  • 3.85% increase in the base rate component of electric bills
  • The average residential electric and gas bill impact of the base rate increase will be approximately $3.84 per month

Rate increase planned for March 1, 2022 effective date.


What Investments Does the Rate Increase Cover?

  • Infrastructure Resiliency: Complete projects to support operations during extreme weather
  • Technology: Design our future technology platform to remain modern and secure
  • Growth: Keep up with our community’s continued strong growth
  • People: Retain and hire qualified employees

What Is Not Included in the Rate Increase?

  • Early Collection of Pandemic Bad Debt: CoSA to contribute $20M in American Rescue Plan Act (ARPA) funding to help our customers.  Resuming disconnection process will likely drive additional revenue.
  • Disputed Fuel Costs from Winter Storm Uri:  $587M in Uri fuel costs remain in dispute. Once resolution occurs, we will communicate if there is any additional impact to customers.
  • Future Generation Decisions:  Shoring up our financials now will allow the Board, RAC, CAC & broader community to engage in thoughtful discussion & analysis on future generation decisions.
  • Other Assumed Costs: Future large expenditures will not be included in our budget until their costs are known.
  • Rate Design Changes: No rate design changes are included, allowing additional time to work with the RAC to evaluate optimal rate designs.

What About the Undisputed Fuel Costs from Feb 2021 Winter Storm Uri?

  • We are proposing the $418 million in validated fuel costs, which has already been paid but not recovered, be modestly collected over time to keep customer bills affordable.
  • If approved by the CPS Energy Board of Trustees and San Antonio City Council, these costs will be included in fuel adjustment charges on customer bills beginning in March 2022 and spread over 25 years
  • The residential bill impact of the undisputed fuel costs will be an increase of approximately $1.26 per month

What About Future Rate Increases?

  • The need for future rate increases will be evaluated regularly resulting in smaller, more frequent increases
  • We will continue to discuss future investment needs with the community to address your preferences for power generation resources, customer services, and programs

In Summary:


We are committed to having more dialogue with our community and our regulator owner the City of San Antonio for this rate increase and future rate increases.

The total average residential bill impact for the current requested base rate increase and the undisputed fuel costs is an increase of around $5.10.
